I just spent about an hour updating all the running backs. My top rated backs are:

100 LT
97 Alexander
96 Jamal Lewis
94 Holmes, Green
93 Bettis, Deuce
92 Westbrook
91 Portis, Edge, Staley
90 Martin, Dillon, Droughns, Johnson
89 McGahee, Taylor
88 Julius Jones, Stephen Jackson, Tiki

Keep in mind strength and catch ratings bump up the overalls of guys like Bettis, Droughns, and Westbrook severely. I dont know why Staley and Stephen Jackson are so high when their speed, agility, and break tackle is only average compared to the others.

Of the bunch Bettis, Jamal Lewis, and Alexander have the best break tackle. Portis and LT have the best speed.

Now I am ready for some franchise action

Terrell Owens has a higher break tackle than Preist Holmes and Edgerrin James. Jerome Bettis has a strength rating of 55. Stephen Jackson has more agility than Marshall Faulk. Deuce McCallister and Brian Westbrook have agility ratings below 70.
You have to remember the ESPN's attributes are position specific. Therefore, just because TO's break tackle is higher then Priest Holmes doesn't mean he will break more tackles. For a example, 100 Break Tackle for a Wide Receiver may only equate to a 60 break tackle for a RB. (Probably not accurate but just trying to make a point). Thus, when dealing with ratings, you have to just compare to other players of the same position, not to all players.

Bondra12 is correct. Easiest way to see this in the game is use a linebacker to cover a wideout. The linebacker can have an equal or greater speed rating numerically, but will still get smoked by the wideout. This is due to the ratings being specific to position.

Ratings are NOT the same across positions. It even mentions this in the documentation, which can be found in the game under extras.
