No, he's not.

2009 - 14th best ERA, 23rd best K/BB, 34th best BAA, 19th best WHIP, and 51st best WAR.
2008 - 1st best ERA, 17th best K/BB, 10th best BAA, 9th best WHIP, 18th best WAR.
2007 - 13th best ERA, 4th best K/BB, 5th best BAA, 2nd best WHIP, 16th best WAR.

As you can see, in 2007 he was a top 10 pitcher, in 2008 he was probably not, and in 2009 he was DEFINITELY not. They use the last 3 years for these ratings, with 2009 being the highest weighted, and 2007 being the least weighted. That means Johan is probably a top 20 starter, but not top 9, or even top 10.
