I would have the league or "e-federation" played on Smackdown vs RAW 2011 PS3 (if the online servers stay up) or WWE12' PS3 (when the game becomes available)
The online e-fed show could be captured and put on youtube or something as well maybe? Not sure how we can if everyone doesn't have a capture video card but if WWE 12' has the special referee option online then I could serve as referee for all matches and video capture the matches (once I obtain a video capture card that is! update on that later!)

do they have online leagues in the game or is this something you are gonna have to try to come up with from scratch?

No, they do not have an "online league" feature on Smackdown vs. Raw 2011 on the PS3 but I do not know if that feature is available on the yet to be released WWE 12' game which is due out in November this year. I doubt it will be on the game because everything I've read about it has not mentioned anything like that but it shouldn't be hard to organize myself using these forums.
I would just get people that were interested, start roleplaying and giving out storyline guidlines to the roleplayers, then when its time for a match to be played out based off those roleplays on the forums we would get the two wrestlers to meet up together online and send a match invite to each other or meet in a special lobby (this won't be too difficult.)
In regards to having the show recorded for the internet, everyone would have to have a capture program and video card (no likely) so hopefully there's a special referee option in the next game (WWE 12') so I can capture and referee the matches.
