same way you always did, before you start recruiting, go to rosters from the dynasty menu, then go to create a prospect

So it can not be done durtng the in season recurting?

No, I think he means off-season recruiting just like it's done in past versions. As soon as you finish a season and advance to the off-season menu, go to rosters and create the prospect.
