Did they take the tuner pack down?

The tuner is not stored in the cache, it's a separate save file like settings, dynasties, rosters, etc.

Yeah, the cache does not save the original file, it only saves a copy of the file for faster access.

In the past, when did it prompt you to re-DL the deleted tuner pack?

I just deleted mine and got to the team choice screen on an unranked XBL game, as well as creating a coach for a new Online Dynasty.

so if I delete the tuning file from the file management screen in NCAA 13, does that mean I haven't fully deleted it until I also clear the cache?

Go under PS3 Saved Data and see if it is there to make sure. And you probably will only need the tuner for ranked games.
