In Tier 2 Add Notre Dame to Big East. Switch Mizzou and Texas A&M to the Big 12 in Tier 1. Rice and Tulane to the Indys. UMASS, Ball State, and Toledo to Indys. Import NDSU for Buffalo because it makes more sense.

Worst team in Tier 3 moves to 2, worst team in 2 moves to three. Best team in 2 moves to 1, worst team in 1 moves down. Easy.
