You dont get more points for upping your recruiting budget, you get better recruits to become interested in your program.

From what I understand, that is correct. I believe the recruiting budget is based on some of the following: Team Prestige, Games on TV, Wins vs Top 25, etc. I think games on National TV has a lot to do with it because when i played with Notre Dame they had a huge Budget even though I only allocated 25%.

I'm pretty sure the TV Schedule is involved somehow, unless they give ND a boatload of recruiting points by default. The rest, I'm not sure about but I've seen other posts saying that they are part of the calculation. Obviously no way to confirm this 100%.

I usually do 40-40 on recruiting and training with 20 on discipline. My team has some many good players, I don't care if I have to suspend someone for a game or two, it just gives me opportunities to play with the backups.

I'm pretty damn sure. I could be wrong, but I think this IS how it works.

Because I've had a season where I allotted a certain percent one year and had X amount of recruiting points, then lowered the percent a good bit the next year and had a considerably higher point allotment. And the results of the seasons were not that different.

Be careful, your discipline % affects the number of discipline points you have and not the likelyhood you'll have to suspend someone. If you don't have enough discipline you may get to a major violation and not be able to suspend the player because you don't have enough points left, hence raising NCAA interest.
