No, what he meant was "clemson had posession after the first fumble recovery" which was in theory a change to first down for clemson, but then clemson fumbled and GT recovered -- another change of posession, meaning 1st down GT.
The same rule applies to an Int. as well -- if Clemson intercepts, then fumbles and GT recovers, it's first down wherever GT guy is tackled, whether it's in front of or behind the "original" line of scrimmage. Even if Clemson intercepts a 10-yard pass attempt, runs it back 40 yards and fumbles and GT recovers, GT would essentially lose 30 yards but still get a new set of downs because of posession change. Make sense?
