I'd go with Utah.

The BCS Conferences are the Big 10, ACC, Big 12, ACC, Pac-10 and the SEC. Notre Dame is in none of those conferences. Therefore Notre Dame would technically be the best non-BCS conference team, but of course you were asking for a team other than Notre Dame I'm sure. In that case, I'd probably say Boise State.
this has been debated over and over again. notre dame is an INDEPENDENT only because they are too ignorant to join a BCS (or any) conference in football, symbolic of them believing they are a better football program than any other in the country (also debatable). i believe they should be classified as a bcs conference for these three (and many more that i won't mention due to laziness) reasons:

1. They are automatically given what would normally be a spot for a Big East (which is a BCS conference, albeit a terrible one) in certain bowl games if the bowl organizers feel so inclined to extend an inviation.

2. There is a national TV network (NBC) that exclusively carried ND games and no others....do you see teams from a non-BCS conference getting that type of treatment?

3. Most (if not all, forgive my lack of research) of their remaining athletic programs are all members of the Big (L)East Conference.

P.S. maybe this topic should be moved to the College Football discussion area

I wouldn't call Notre Dame ignorant, maybe a little arrogant. Why and the hell should they join a conference? They don't have to share any mony they get from a bowl game they appear in, plus they are the ONLY team college or pro who has their own national TV contract. If they can get by on their own I say more power to them. It's tradition to Notre Dame football to go at it alone. They tried multiple times in the early years of ND football to join what would be the Big 10 and they were always turned down.
