Is the playing time promise bug, where a player will transfer after you promise him playing time no matter how much he actually plays, in the game again this year?

I promised playing time to one 5 star WR recruit, but when he came in he was a 75 or so rated junior (juco player) which was good enough for like 5th or 6th receiver on my team, Texas

Hoping I don't get screwed by my early promise before I knew this guy sucked
