it's probably just for Road to Glory. i believe it was one of the DLC accelerators things last year, where your guy automatically becomes a 5-star recruit. I didn't use any of them, so I could be wrong.

I think that might just be the name of the package.

5 Star Package could just mean a luxurious package of DLC or maybe a recruiting specific package that could lead to you scoring more 4 and 5 Star players. It doesn't have to GUARANTEE you that 5 Star player, I don't know why people keep assuming that.
