I personally have always changed some of them myself to fix the dumb playcalling

That's great to here. I will be switching the CPU's playbooks (like when SMU recruits scramblers in my dynasty etc) to make it more realistic.

Can the commissioner of an Online Dynasty do this to the other CPU schools too?

Too be honest I don't think your style of play will really matter on the type of players the computer recruits. I have a big gut feeling that option teams will be recruiting Pocket Passer with 60 speed for the offense.
