Pretty much the "Swagger" determines how likely a player is to celebrate on the way to the end zone and after the TD. I believe they said Randy Moss and Chad Ochocinco were two of the highest.

The new rule on taunting doesn't start until the 2011 football season. It is a 15 yard penalty from the spot when a player begins some sort of taunt on the way to the endzone, or if the player flips into the endzone. So if the players just waits til after they score to celebrate they will not get a penalty that negates a touchdown. I doubt they will every incorporate this rule into the game.
