Is there a date for this tuner coming out?

Anyway, I'm praying the tuner sets come out tomorrow, but I'm not getting optimistic.

I'm guessing the tuner works like NHL. You just download it. No server downtime, none of that stuff. They just upload it, you log on, see a notification (a tiny one if like NHL), and press A to download it.

This is like some kind of psych experiment in which EA has promised us something, and now they're withholding it from us as a test. Some EA scientists are standing behind a two-way mirror and taking notes on how long it takes for us to crack and turn on each other. By my count, it took about 4 days.
