Bk...you know that I know that you know that "merit" has absolutely nothing to do with who gets to play in any BCS bowl other than the Championship game. The purpose of the BCS is to provide the BCS bowls who aren't hosting the BCSCG that year with the most attractive (i.e. lucrative) possible matchups. Like it or not, ND by virtue of it's enormous national following, is extremely appealing to bowl organizers.
