I can't seem to figure it out. Me and my friend always get together and hang out and play NCAA all day. I know we can play online but that sucks.

Did EA eliminate the multiplayer offline dynasty this year? Why?

Its there, its just not as advertised as it was last year. You have to go into the Coach Info option once inside the dynasty and theres an option for "Create Coach". I believe its the RB/R1 button. That creates a user made coach and you are now in control of that team.
