Restart Rules:
1 restarts = warning
2 restarts = loss of 5 Scholarships
3 restarts = loss of 5 Scolarships for 3 seasons and a post season bowl ban aka ill sim youre bowl game or auto pilet if its vs a user
Recruiting Rules:
You can sign as many recruits as seniors you have plus 4 so if i have 17 seniors i can sign 21 recruits
