Its not that small schools should be unfairly neutralized. An undefeated Washington State team, barring two other undefeated teams, and serious bias, would be in the National Title game. Its the conference that matters. Any team that can run the tables in a BCS conference is national title worthy.

The trick is with the Boise State's of the world. Remember a few years ago when Boise was a top 10 team in the preseason polls. That is the only way a non-BCS school will ever make a run for a National Title.

The issue the OP brought up is how in week 7 or 8 undefeated lower tier BCS schools are in the top 10. If you do not start ranked, you are not going to break the top ten until late into the year when it appears that you are the best team in a BCS conference.
