Would have to be priced well, be implemented into dynasty, as well as being flexible in its options (can I turn it on/off, can I adjust the teams that can go into it), and based on reviews, how well does it function.

No, I wouldn't buy it. I'm not a fan of buying DLC.

first the game has to be worthy of purchasing DLC. if it is a good game unlike last year where i never played it again once madden hit shelves. then yes. if its a sloppy game that clearly paid no attention to detail. hell no. it all depends on the effort that they put in. if they put the effort into it, it will be easy to tell.

It really depends on what I can use the DLC for.

Will it be usable in Dynasty so I can have a playoff at the end of a season?
Or will it only be an option off the menu, like exhibition?

If it's the latter, then no, because I can just draw a 4 team bracket on a piece of paper if I really want to do that.

But if it's the former, then yes.

However, I highly doubt they'll add a DLC of it because they'll want that to be "their big thing" for NCAA '15.

Some people don't want to wait until "next year" because they're playing "this years" game. DLC uniforms from last year are case in point.
