If I get a network adapter for PS2, is there a monthly charge or something to play NCAA or is it free?

It's free.

No monthly charge for any PS2 online games (including NCAA Football 2005).

There are a small handful of exceptions though, such as EverQuest and Final Fantasy XI. For the most part, if it's not an online RPG and it can be played online, it's free.
