So...I made a thing. I had forgotten about this, but last year I borrowed (stole?) a spreadsheet from a Reddit user I believe who combined a club's transfer budget and overall rating from SoFifa to form a 'weighted average'. This weighted average formula is then applied and clubs are sorted then placed in the appropriate levels of the English Leagues tiers, and then spread out through the other 4 major leagues. I expanded on the idea and added many more clubs and added 5 more leagues. This creates a good balance for the Champions League and Europa League issue that always comes up when making SuperLeagues. Setting them up is a lot of work, but if you invest the time it seems to me to be well worth the experience. The spreadsheet itself can be modified to the user's desires by editing the B1 column of the raw data sheet, increasing or decreasing the percentage the transfer budget affects the weighted average. For example, if you change it from the current 50/50 split to 0/100, you will now have a full tier of leagues sorted only by rating. After changing the weight percentage all you need to do is to sort the weighted average column by descending and the clubs will be redistrubetd throughout the leagues by your new weighted average. The only exception is Portugal, where I have placed all the MLS teams (personal preference).
