They seem to have done something at least. For example some of the transfers suddenly make more sense. Bayern for example is buying more aggressively and not selling off their best players. In my CM they bought Verrati from PSG (makes sense since Martinez is registred as a CDM and Renato Sanches is sort of a Tweener so they need someone like Verrati to improve upon Vidal) and for Juan Mata (which I sold to them, makes sense again since they sold Götze and now only really have one CAM in Thiago). Lukaku went to Juventus. Özil still went to Barcelona but for around 80 Mio so that is okay in my book. ManCity prohibited anyone from leaving apart from some low value players, as did Arsenal, Tottenham, and Athletico. So they must have tweaked something because Verrati and Özil were the only transfers that were above 40 mio and the rest of the bigger transfers were around the 30-40 Mio range and there wasn't that much movement. Most smaller Premier League sides spent all their dough on one good player in the range of 15-25 Mio and Dortmund bought a couple more younger players.
I'm not sure if, after starting 10 CMs this is just a coincidence or it's because I decided to end some of the madness and took over ManU which means they didn't splash hundreds of millions on one or two player thereby igniting a chain reaction but Bayern, Real, Barca, Arsenal et al still have 100 mio lying around and used them sort of realistically. Bayern got Verrati for around 49 Mio and Mata for 38 Mio, Barca spent nearly all their money on Özil, Real sold Varane for a fortune and tried getting Aguerro and other world class strikers but failed.
I will see in the Winter transfer window whether it is an actual change or whether it's just a coincidence.
