Not works really....I ever play with that, but penalties sometimes there is sometimes disappear.....seems that are totally casually and unrelated with everything that it could be had

Not every game is gonna have 5-7 penalties per team, that doesn't even happen in the NHL. I've played several games with these settings and drawn my fair if penalties. Keeping the cpu pinned in its own zone enough is key as well. You won't draw many if you gain the zone make one pass and take the first open shot you get. I'm not saying that's what you do, but I have a feeling a lot do and expect to draw penalties.
Having the cpu difficulty slider maxed increases the cpu aggression level which result in more penalties.
