I've also been ducking a lot of head kicks - mostly question mark kicks, and after the dodge animation, not being able to throw any strikes to punish the whiff.
Head movement was better in the beta, I'm not sure what they changed about it but it seems like punches have some kind of homing device on them that immediately targets your face, regardless of where your head it.
I'm pretty damn good at timing, and my reflexes are quite decent. Up until 2 years ago, I made a living playing video games. It's not that I suck.
I'm also not complaining about not being able to Anderson Silva dudes in every fight. More specifically, I'm talking about using head movement to get out of hook spam, and in my experience so far, it doesn't work whatsoever for that purpose. It only works occasionally when you know exactly what your opponent is throwing, and only if you're really far away and input the head movement long before they even start throwing the strike.
In any other scenario, using head movement will just get you rocked. It SOMETIMES will work, but it's incredibly inconsistent.
Considering that in real life, head movement is basically the most effective defensive mechanism in close-range boxing, this makes no sense.
