what are the perfect sim minutes for the computer in franchise?

I tried every minute and simmed a season and 7 min seems to be the right one.

Where do you find the sim minutes? I know this was in last year's game for simulated games, but can't find it this year. Also, where is the team scouting screen, or can you only access that if weekly prep is on? thanks!
