Well, players' progress/regress on the 2nd of every month, so I just do a roster check on that date when sim testing. And I'd call potential progression this year progress based with some elements of randomness. I say this because Diaz, the young closer, shoots up to an A potential every time if he has a very low ERA and high SO, and I'm talking about first or second month. But I've seen the down arrow on Kris Bryant and some others where it really doesn't mean much because it's from a 96 to a 95 or something similar.
But again, agreed: dev clarification would be nice. And those emails -- I miss them too. Why the hell did they get rid of them?! They were a nice touch of immersion.

How often do you assess your minor league player performances? Every 2 weeks, every month etc.
Obviously you can't do it too often, but don't want to risk waiting too long causing struggling players to lose potential and progression etc.San Francisco 49ers

You could choose between these options:
- Standard and lasting (standard progression, slow regression)
- Early and lasting (quick progression, slow regression) - Early 20's stars
- Late and lasting (slow progression, slow regression) - late bloomers and players that remain productive deep into their 30's
- Standard and normal (standard progression, normal regression)
- Early and normal (quick progression, normal regression) - players that peak early but seem to drop off sooner than player that hit their peak later or regressed slower...think Lincecum
- Late and normal (slow progression, normal regression)
It is very simple and could probably be done better but this worked perfectly and really set players apart.San Francisco 49ers

Agreed. Pro Evolution Soccer had this back in the day on PS2 of all system.
You could choose between these options:

Personally, I take both into account. I want to see some decent attributes or hopefully some potential, but I won't move any players up that are struggling unless I just have to. I just brought up a guy due to injuries on my dbacks franchise that looked to me like a career minor league player, but his overall potential just bumped up to a be and he is 27. So maybe he will have a shot now.Comment

I've had rare cases when high-A potential prospects go up a little bit during the month, but these monthly check-ins are when most changes occur.
MLB players seem to progress more fluidly, but only in terms of regression. Hell, Thor and Trea always seem to start regressing immediately, no matter how they're performing. Probably because one's a very low A and the other a very low B (what the hell?!).Comment

So what is the general rule of thumb for the different minor league levels? I'm running a sim-only franchise and I'm struggling to get over the playoff hump. Even with talented players and A-potential players, nothing is working.MLB: Cincinnati Reds
