IMO, it makes little sense to have both.
One guy alluded that it was broken and so franchise was therefore broken...but I think even he realizes that is nonsense.
I do wish however, that SCEA will eventually let us "injure" players, so that we can actually and faithfully mimic what is happening in the MLB...so that if a guy goes down, we can injure him through the editor and then DL him(if necessary)

I thought the whole idea of Roster control was to help the AI put the best lineup in given the situation at hand, or mimic MLB if you want. So I could now see why you wouldn't want injuries if you were mimicing MLB.

But I would like injuries to be on. Because Roster Control would just be my safeguard against a foolish AI who didn't handle an injury or lineup correctly. I want injuries to happen, they are part of the game, but I also want to maximize the AI's lineup if need be.

So now I'm really puzzled? What is the difference between Roster Control On & Roster Control Off?

Roster control "on" allows you in season to trade, set lineups, move people up and down on CPU controlled teams. So you control the whole MLB universe. With it "off' you only control your own team.

OFF you can only control your team. ON you can control all teams. The roster aspect that is during season or franchise...

Been messing with this all morning:

Start a franchise, make some crazy moves. For instance put Ransom leading off for the Yanks, Pettite OD starter. Ransom leads off if you play and if you sim, same with Pettite.

Again, the glitch is only for YOUR opponent when you go into the game to play. It will be correct on the lineup screen then when you enter your game it changes for the position players only. If you change your opponents pitcher before the game it sticks.

Maybe this can be fixed? Everything works except your game.
Yep, he's right about ALL of this, I can confirm. Also see my CPU roster control Workaround thread for more info on that as well.
You can get them to stick if you do the lineups after spring training for sim games. For your own team they stick.
When you play the CPU, they appear to stick in the front screen, but not once the game loads. So to workaround this issue you can use a 2nd controller if you are lucky enough to have one handy. To workaround the simmed stats you have to redo the lineups after spring training. It's a pain, but can be done with Roster control ON.

Now, if you think about it, if roster control is OFF, you are in a virtual world so the CPU will manage based on its logic, like Knight said. If Helton is leading off on the stock SCEA rosters its because something in his attributes will need to be edited to bring him down to 3. That is the only way you can deal with it with CPU roster control OFF. Knights lineup fix rosters do a good job of handling that, but you have to accept right now that certain guys won't be "stock".

What if you just END SPRING TRAINING instead of simming?

This has been asked several times, and still not answered:

Do we have to start season over for the patch to take effect, or will the patch work in seasons we have already started before today?

Last year Roster control ON meant that you had to set all lineups and do all transactions for your team AND the computer teams. You could follow real life teams this way like Jim416 and I do.

Cpu roster control off is the CPU does all its lineups and transactions, and you can't control any of it. Last year, the CPU would go with the lineups set, and just deviate due to injuries, etc. But, say if A-rod was hurt, it would put COdy Ransom there in the 3 or 4 spot. People complained about that, so this is what we ended up getting, this AI lineup logic, whether you agree with it or not (may have more to do with attributes thats the problem).

Last year there was a workaround to turn injuries ON but still have roster control.
That was nice for some people that wanted correct guys off the lineups (like A-rod now), didn't want funky trades, and did CPU transactions themselves,
But, still wanted the chance of an injury due to overuse, overplaying guys, not taking guys out in blow outs, using pitchers until their arms fell off etc.

Plus, if you get ahead of the real life schedule (I follow the games and am usually behind in my season), you could then turn on injuries for the randomness to begin, so to speak.

I did not play it like this, so I don't know how good it worked. I can live without the injuries with CPU roster control ON.

So do injuries occur with both or only with Roster Control Off?
