Actually, in real life, a change (i.e., circle, palmball or splitty) is the last pitch that most pitchers develop since what gets them noticed in HS and college is their arm. So although the developers probably weren't meaning for it to happen this way, it follows a real life pitchers progression better than having all of those pitches to begin with.
