      Here's how I handled this. If anyone has any questions, please feel free...

      I have the first patch, by the way. And I also used the Default rosters...not the first live rosters. I used the ones out of the box.

      Under my profile, I set lineups, injury management, and transportation to Auto. Everything else Manual. This team was the Yankees.

      Under the Cpu profile, I set everything to Auto. 30-Team control. The two teams I selected to handle during the offseason were SF, and COL.

      I let each season sim out. I also simulated the first year player draft and the Rule 5 player draft.

      At the end of each season, on the User team, I simmed each offseason day one at a time until the day after the exclusive negotiation period. The day AFTER the first star on the calender.

      On this day, I went through all three teams and offered the default CPU generated contracts for all players eligible for arbitration and contract re-newal. Every player. I put no thought into budgets.

      Then, I simmed the entire offseason one day at a time until Spring Training. Rinse...Repeat.

        Once I reached the first offseason, I noticed that on the first day after the first star on the offseason schedule (the first day of non-exclusive negotiations), that some players on the CPU teams had already been tendered. However, what puzzles me, is why these were only either very young or very cheap prospects. These players, the only ones offered contracts automatically by the CPU, were ALWAYS at the bottom third of the 'manage contracts' pool. This NEVER varied. For instance, Buster Posey was NEVER automatically offered arbitration. At least not on day one. Again, I offered contracts across the board with NO VARIATION from the CPU generated offers. Some players, the one's mentioned above, had already been made offers to.

        Throughout my sim, not once did I see an instance of any 'star' players on any of the CPU teams end up in the FA pool at the start of any season.

        Somehow, Ubaldo Jimenez ended up with STL (I think). I'm not sure how he got there, so I'd assume he was traded. Either way, once I made the offers...Buster Posey, Houston Street, Johnathan Sanchez, etc., etc...they always signed.

        Now, the FA pool became a literal mess going into 2015. There were so many all-stars on this list that I thought I had just wasted my night. Even going into the final week of the offseason, almost all of these players remained either un-signed, or not even had contracts tendered to them. But, in the last few days, some stars were getting offers. NOT BY MULTIPLE TEAMS, however. Usually, a player would have one team offering a deal with no competition.

        One day at a time...my rule for the entire process...I simmed the final days of the 2014 offseason out. Low and behold, all of those stars, were no where to be seen on FA list. How this happened in the final days, I have no clue?? But it did.

          I'm out with a hamstring (great gift after turning 30 - a softball hamstring injury...just to suspicious), so I will be home later and will make it a point to grab a pic of a type A or B declining arb.

          For your guys that decline arbitration and elect to become a free agent, how many years of MLB service have they put in?
          It's important to know that once a player reaches 6 yrs of MLB service, he CAN leave the team at free will once his contract is up.
          It's the players with under 6 yrs of experience that must stay with the team, unless the team decides to drop them.

            During the 2013 offseason (heading in to the 2014 season), I encountered a few hiccups with the system...at least they had me sweating, anyway.

            Nov. 16, 'sim to date,' and the wait time was SOOOO LOOOONNGGG that I actually got up to reset the PS3. I thought it had frozen on me. As soon as I'm near the button, the day advances. (Note: Load times between days were MUCH MUCH longer during this offseason, compared to all of the others).

            Dec 1, I get a message stating the PHI is over their budget, and can't sign 'so and so' Farm Director. I hit 'No' when I was prompted with whether or not I wanted to stop simming.

            Dec. 2. Same message.

            Dec. 3. Same message.

            Dec, 4, 5, 6, 7.............and every single day until Spring Training I received this message....except....

            The name of the farm director kept changing. This leads me to believe that PHI was automatically offering a contract to the best available farm director, EVERY SINGLE DAY, without the CPU acknowledging that PHI was past it's budget. I couldn't help but wonder..."why isn't the CPU either (A.) making salary room, or (B.) waiting until the end to fill the vacancy?"

            User controlled teams have the option to allow the CPU to automatically fill vacant coaching positions at the end of every offseason. One prompt. This is why I have to believe that PHI was forcing itself to fill the vacancy. Every day, not realizing it couldn't. As you can imagine, this made going into 2014 VERY time consuming.

              Notice the dates on these. This happened every day from Dec 1, 2013 until Spring Training.

                They were all over 6, which is why they were type A and B free agents. If a player has less than 6 years service time, they cant be designated as type A or B free agents, because technically, they arent free agents and are under team control.

                    You are right that they give a message they decline, what I meant is they can sign with another team after the exclusive period..before they HAVE TO accept or decline. If the CPU does not offer arb to a player with less than 6 years he becomes a fa and the system ranks him as a type a...see picture of Dominic brown on first page.

                      I know it's only one test...but I did leave with some conclusions.

                      I may be way off base, but here's what I'm thinking:

                      1. Me forcing the CPU (2 teams) to make offers set the entire thing in motion for the remaining 27. Causing it to work as designed. Fixed.

                      2. Simming one day at a time is key, and my offers were irrelevant.

                      3. Both needed to be done to get this to work.

                      One more note from my testing: Before 2015 (2014 offseason), I FORCED the Yankees (my team) to offer Default deals to Verlander, J. Johnson, H. Ramirez, and J. Papelbon. The reason being, I sort of felt it unfair for the Yankees and their MASSIVE payroll to be taken off of the books and out of the FA equation. That in itself could have thrown the entire balance off...and in itself could have...should have, left superstar FA unsigned. I mean, can you imagine what would happen if in real life, you removed the Yankees from FA bidding?

                      Again, I ONLY bid. The CPU had the opportunity to counter bid on their own.

                        If I am reading right you offered contracts to players that were renewable or arb eligible? You gave them default salaries. You had training set to manual?

                        That is a workaround similar to last year, but I believe budgets went over by your comment that team x is over budget. This causes teams not to be able to sign draft picks. Manual training inherantly pushes the prob a year or two back. Check and see how many a prospects are unsigned and sim another season.

                          How are the other teams are they renewing and offering arb? Do they release prospects? What's the budgets look like?

                            I also see you signed alot of fa as well. Try testing everything on auto and just renew and offer arb for three teams. You want to eliminate as many variables as possible.

                              As far as renewing and offering Arb...I'd assume so. I was mostly concerned with the FA pool. Since guys like Dominic Brown never showed up there, I have to assume they agreed to deals...with someone, at least.

                              I can check budgets later if you'd like.

                                Yes. Manual training, and default salaries for NYY (me) SFG and COL (both CPU).

                                So you want me to check A prospects in the 2015 FA pool?...and sim to 2016 and check back?
