Do freebie resets only come when you jump from say legendary tier to star tier or do you get a freebie reset from going to legend to legend +, legend ++, etc.

Don't think I ever got the freebie resets from legend or legend +

Only from new tiers, so from Leg to Star. The + and ++ is only to lower the drop rate.

You only get freebies when you go into a new tier like Legendary or Star. The + and ++ don't give you a freebie.
