I was able to really help my stuttering and performance issues by changing it to Fullscreen Windowed and turning off all vsync options. I use Rivatuner and nVidia inspector to lock it at 60.
But you can see that the game performance is all over the place. I monitor my GPU usage with rivatuner and it fluctuates a lot from 110% to 70%, even with a steady amount of action happening. More optimization needs to be done.Comment

This worked for me as well. running 1440p with antial to 4 and super sampling to 3 works perfect on gtx 970. Could play 4k full screen on nba 2k15 and 60 fps. This at least made the game much more useable. Is anyone else having the issue of it still dropping to 30 frames per second during cut scenes though?Comment

Well, this is my 2nd and last year pre-ordering this game (I've bought it day-1 in the four years before pre-ordering). While I'm very grateful that the game is still available on PC, unless 2K shows previews of the game running on PC prior to release, I'll wait until I'm sure that it is properly optimized.
Until I see a patch that fixes the issues allowing the game to run smooth. I'll avoid all 2K games. Too bad, the game has potential.PSN: KarlMarx24Comment

As I posted in the impressionsthread, the games runs amazingly smooth @ 2560*1440 with maxed settings and 4*MSAA and 3*Supersampling at avg 75 frames/second.
But I had 2 or 3 times framedrops and stutter out of nowhere. After Alt-Tabbing to Desktop and back into the game, this was "fixed".Comment

We have the following system:
CPU: AMD Athlon II X4 Quad 3.0 GHz
PSU: OCZ StealthXStream OCZ500SXS 500W
Mobo: ASUS M2N68-AM PLUS
RAM: 4 GB
GPU: Radeon HD 5450 1GB
In games, things seem to move at full speed until the player crosses about half court then everything slooows down. I'm considering updating the video card to MSI Gaming N750 TF 2GD5/OC GeForce GTX 750. Any thoughts on whether this would give a reasonably good gaming experience?Comment

Supersampling appears to be broken right now. If you turn on supersampling your button prompts for icon passing might not appear on top of players' heads. Supersampling is also much more taxing. I would go with antialiasing right now. In a perfect world a bit of both AA and supersample would be best.

I've experienced notable stuttering specifically playing as the Raptors on their court. I finally got the game to stop stuttering during gameplay (replays/cutscenes are still messed but I don't really care much about that) and I still get the constant slowdown with the Raps. Tried over 10 times with different settings and same result. Haven't tried every team in the game, but most that I have played with/against haven't had this happen. So weird.Comment

It seems the game stutter also has to do with the camera angle that you play on. I tested this out and can confirm.
On 2k cam or wire cam the game was running smooth for me maxed out. The only stutter I encountered occured on change of possessions when the cam flipped.
On any side view angles it stutters when the camera is doing any fast Pan motion. This is why it stutters for some only on fast breaks but works fine in the half court.

Windows 8.1 pro 64bit
NVIDIA GeForce GTX 660 2.0GB
RAM 12.0 GB
CPU clock: 3.05GHz
CPU cores: 4 cores, 8 Threads
Intel Core i7 CPU 950 @ 3.07GHz
