My random thought would be that he isn't.

Burned too many damn bridges. If he somehow ended up on a championship caliber team and parlayed that into a ring so be it.

All flopping is deplorable, but stuff like this should be a suspendable offense in my opinion. No opponent is at risk for serious injury, so it's a notch below what Jason Smith did, but it really is an ugly blight on the game.
