By all accounts neither Jimmy Butler nor Paul George were really available at the trade deadline. Danny Ainge reportedly put the Nets' picks on the table but Indiana and Chicago weren't motivated to make a trade at that time.

To answer your question as to why nothing was done in the offseason to improve their flaws. I think to comes to what not wanting to invest in the current roster. No less than 6 guys will be off the roster after the season so why invest the cap space on the 2016-17 version of the Celtics?

I mean let's be real Ainge wasn't making any serious offers. He was offering one Nets pick and some trash. There is no doubt in my mind that GarPax would have dealt Jimmy for both those Nets picks if for no other reason than to further insure their job security by overseeing another rebuild.
