As someone who owns both of them and loves both of them, I can honestly say that I've been playing NFSU more. They are both excellent games, but they are also very different games. PGR centers around Kudos and a lot of different race types. There are races and then there are timed laps and cone challenges. I think the thing that bugs me the most about PGR2 is that even in the cone challenges you have to do a lot of needless power sliding to build up enough kudos to pass the challenge. So more often than not, you find yourself powersliding for the hell of it. I really like PGR2, but some of the needless tire spinning just gets monotonous to me.
NFSU is far from perfect and anyone will immediately notice the slowdown in framerate, but it doesn't cripple the game. If you're able to overlook the slowdown, you will experience the best sense of speed in any racing game. Even though the tracks are very repetitive, it's a great feeling racing through the streets of the various cities.
Both games are excellent and if you can afford both, buy both. If you can only get one, I can't help you because I wouldn't be without either one of them.
