Can be connected, just need to do it properly like PCs do.
A complete disconnect is silly, but Sony has overdone the mandate for parity a bit at least for now and communication from both them and developers has been confusing.
Scorpio will benefit from a year of developers planning titles and building them in a way to better downgrade for the less powerful consoles while still allowing them to take better advantage of the more powerful capabilities.
I suspect the UWP program probably will help with this also, we already have Forza running both on Xbox One and on PC with different capabilities. That same system is built to scale as the hardware allows (both up and down). If this is the road Sony is going down (and that isn't clear yet) it's up to them to do the same or lean heavily on developers to do all that work - per title/engine - for them.
The Pro doesn't feel like a home run, but in the not too distant future I feel like it's probably the 'main' PS4 SKU, so hope developers get more consistent and take advantage of the capabilities. Good or bad that and Scorpio are our console futures for the however many years.
