No Fallout 3 had levels that don't change with your level. Basically level 1-7 areas then level 8-14 areas and so on.
Oblivion everything leveled up with you. According to a article about Skyrim there will only be a few enemies that level higher and that would be bosses and stuff. (I'm pretty sure that's what was wrote)

FO3 has a mixture. Some areas have enemies that are static and don't change. Others areas have enemies that do level with you, but have a level cap. In the end you have a world populated with a mixture of high and low level enemies.Oakland Athletics San Jose Sharks

That sounds good to me. Just bought FO3 in the steam summer sale, so I haven't delved into that too much, but Oblivion annoyed me with the leveling so I had to resort to mods to take care of that.Comment

Ok, FO3 leveling sounds good to me. I just never remember running into, for example, Giant Radscorpions (I get chills just thinking about them) until I was capable. perhaps that was just good game design. When I play Fallout 3 now, at the level I'm at, it seems like I see more Albino Radscorpions than any other, regardless of where I'm at.Comment

I know a lot of fans are pissed about removing signs and the attributes and toning it down - but to me what still made Morrowind such a great play was the world itself. As I understand, they also removed some of the annoying little things they introduced in oblivion like the terrible AI, face zooming when talking, and little things like that.
I'm looking really forward to this game. 1 of only 2 games I'm planning to buy this year.Comment

I didn't read the Destructoid piece, nor will I read or watch any other new info about the game. There's no need. Time's gonna fly by for me. Deus Ex and Madden will soak up September, NBA 2K12 will obliterate October, and then here comes Skyrim. Which interestingly enough, may be the only non sports game that could fill the four months till Mass Effect 3 comes out.Jordan Mychal Lemos
