New PC Build very laggy and slow

I apologize if this is in the wrong forum but I use it for non-sports gaming.

    **Build**

    Nvidia GeForce 1080ti Strix ROG

    16GB RAM G.Skill Ripjaw 3200 hz

500 GB SSD, 1 TB HDD

    MSI X370 Gaming Pro Carbon

    Ryzen 7 1700

    2K Monitor with 144 refresh

My problem is that on many games I don’t see very good FPS that even my old PC had. For example, PES 2018 only runs at 130-135 (some people online say 700+), but usually between 120-135 and any little dip leads to stutter. Same for FIFA 18, or pretty much any games.

CS:GO runs between 125-220 full of stutter.

Hell, I don’t even know if I’m getting the 144 refresh cause it’s brutal.

I am a complete idiot with PCs. Is there anything I could do? Is there a diagnostic to run to see optimization issues?

    **Other Info**

    Running dual monitor (60hz)

    YouTube, Netflix, general use lag

The only "stock" stuff I have is the Ryzen cooler and the sound card (I think) but I disabled it and still had issues.

    Here are some captures:

Hmmm Peji this is interesting, I'll agree I think something is wrong, but the bad thing is I truly can't think what could be causing it. Your temps look good fine, voltage is fluctuating some but i don't think thats an issue, but my only question would be, your CPU utilization. I see it's fairly high in the screen shots, were you doing lots of stuff as you took the shot?

The reason I say this, I run the same proc, originally overclocked to 3.7 but I backed it off to stock. I stream on twitch via OBS, have music going with youtube or google music, chat, discord, and naturally the game I'm playing. I'm seeing utilization while doing all that around where your screen shots are. I'll post a screen of my current utilization minus a game on, its far lower than yours. I'm very similar to your build but running an older R290x graphics card.

I'm not sure what is causing it, but something seems really off.

      Thanks for the reply.

At this moment I have this app open, chrome in the background and PES 2018 running in the background.

I can't believe I spent so much on this build and it has given me nothing but headaches. Just my luck.

This might seem like a silly question, but what is your power supply? Only reason I ask is because if it is a poor PSU or a faulty one, your components, GPU especially, could be receiving insufficient power and that would cause FPS issues. It's rare, but it does happen, though usually with any sort of PSU trouble there will also be crashing involved.

I have a 750 but it's 8 years old. When I bought it, the guy at the PC store told me it was one of the best and would last a few builds into the future.

I have run so many tests already. Is there one like the mechanics use where it can see whereabouts the problem lies?

I'm guessing you haven't had any crashing or coming back to the PC being shutoff after it was left on?

Well if PES was on then that isn't terrible for utilization.

Are you running Hardware Monitor every time you play? It will cause micro stutters during gameplay.

I only use it for 2-3 hours at most in a single sitting, and because of the SDD, always shut it off.

When I tried overclocking, and not by much, it would go to a blue screen saying it needed to repair...then I'd go into BIOS and remove the overclock.

Side question: what is the app to use to back everything up to an external HDD so I can restore everything back to normal? If I need to bring it somewhere I dont want my banking info on here.

No, it was the first time I used it with PES, but did use it with other games. Just following what I had read online to troubleshoot, but I have no other ideas on what it could be

Then it likely isn't a PSU issue. Those are pretty rare, but easy to ID and I dealt with one recently which is why I went straight there.

I am assuming all drivers are up to date? You probably used GeForce Experience to install the current drivers and discard the previous ones?

Have you tried posting this at the Tomshardware.com forums? I usually get great PC advise over there.

Everything up to date, used GeForce, tried deleting it and updating without GeForce, etc.

I know this might seem stupid but are you running the games with v-synch on? I have noticed a lot of games defaulting with v-synch on. With it on if you aren’t staying at 144 and aren’t using a g-synch monitor it can cause for stutter all over the place. I know it probably isn’t this simple but worth a look, as I said a lot of games are defaulting with v-synch on these days so worth a quick look.

This is my Cinabench numbers and we have similar rigs but you have a better GPU. Everything looks normal, so I'd focus on what could cause micro-stutters.

Make sure all the Xbox record and game crap is turned off, double check your display settings like refresh rate, G-sync/FreeSync settings are right with monitor, run game as admin, GPU is seated well, and monitor GPU stats once you exhaust options to see if maybe the GPU is throttling.

Best I can think of off top of my head.

You may need to verify the speed that your CPU is running. I have a Ryzen build and I went about a month with my CPU running at half speed. Can you post your CPU ID info?
