You can use common sense if you got it and pretty much tell she's scared. The crying and screams of "I don't wanna go to jail" and "Moooommm!" are pretty much a dead giveaway. It would only be logical to come to that conclusion. Even when drunk or high though, it's possible to be scared.

You could say that, but what would you basing it off of? As i said, her cries pretty much tell you that she's scared. If you're trying to argue whether or not she's scared you'd lose quickly, just look at the video and listen. If you wanted to argue that she's a drunk, mentally challenged, repeat offender you'd be hard pressed to find evidence in that video.

    I know I have...
I'm gonna be real honest with you man, of course I have. If I see a streetwalker with her skirt so high you can see her draws I say "That's skanky." If I am at a party or a club and there's a girl acting like she's auditioning for America's Next Top Stripper, I say "That's skanky." If me and my boy are riding down the street and we stop at a light and a woman comes to the car with her tiddies out saying "Hey daddy", I say "Get away from the truck skank."

If I see however, a 15 year old girl, who is dressed rather appropriately (well not inappropriate anyway unless you're part of a culture that doesn't like arms and faces being shown), being arrested and is obviously frightened at the prospect of going to jail, "skank" or "skanky" is the last thing that come to mind. That's what we're talking about here, this instance. There's nothing to suggest skank here man. She's not dressed unseemly, she's scared obviously and that's causing her to make bad decisions, but there's nothing skanky about her. I would never come out and say I've never formed an opinion on someone based on how they look, but I can say when I have, I had a lot more to go on than this instance. Also, as a grown man, I've never submitted judgments on a child's sexual attractiveness and/or categorized it as skanky/not skanky depending on which way I leaned.

I use the words ******** and gay out of context all of the time, I don't feel the need to clarify it every time I say it. Most people understand the way I am using it and wouldn't think twice about it. Examples: "Dude, quit being gay and just give me beer." "Dude, quit being ******** and catch the damn ball!"
Well good for you. However, your examples are pretty irrelevant to the conversation. You might say "Dude quit being ********" or "quit being gay" but who do you say that to? Your friends right? I don't know you, but I'd be hard pressed to believe you'd go around to random guys on the street saying "You're gay" or "You're ********". It's like you said, those people understand the way you are and accept that kind of behavior from you. If they are cool with it, and you are cool with it, then sure it's all good for y'all.

That is where you and I are miscommunicating. I'm using the term skank in terms of I do not find her sexually attractive because of her looks, her hair, her clothes, and her very ridiculous attitude. The overall package just screams to me skanky. However, you are using it as a very literal reference. Anyways, I think we're both clear now and hopefully my previous post in which I issued a clarification and retraction has allowed you to quit accurately see my position.

I guess I'm just not as sensitive and easily offended as yourself to slang terms. I've learned that most people when making those types of comments are never using the litteral definition and common sense would tell me this was obviously one of those situations. I for one, would never sit and ask someone to define what a word means to them within the context of how it was used and then compare it to what is in a dictionary. And while I don't say it to complete strangers on the street (I don't make common practice of talking to random people on the street), they are words that I'm sure I've used in the proximity of strangers all of the time and I've never caught flack for it.
