When a part for the make, model and year of your car is recalled, yet because of your VIN, it won't be covered under the recall.

When a part for the make, model and year of your car is recalled, yet because of your VIN, it won't be covered under the recall.

Why is that a problem? When something is recalled, it's usually traced to a batch of parts that was delivered to a certain plant and put into cars built in a certain window. Why would they recall your car built in, say Mexico, later in the cycle with possibly different parts than John Doe who bought one built in Canada first off the line?

So it's just a coincidence that the piece that was recalled goes out on my car and many others?

No.

The part they use in these cars are known to be faulty and it's their responsibility as the manufacture to ensure it's fixed.
