You're a better man than me. If a dog attacked my kids because of owner negligence I probably jump off the deep end.
Have you let your HOA know? It might not help in terms of immediate results but it would cover the spectrum for good documentation....Police Report, text messages, etc...

bit of a follow up
It's long and incoherent too so I spoilered it.
SpoilerLast Tuesday my wife texted me that my neighbor's dog came into our yard and started growling at her and my 3yo son. She scooped him up and put him on the back porch and then rushed our dog to the porch too and closed the door. The dog was standing at the top of some rock steps that lead out of our porch and into the upper back yard. So apparently I missed a spot in the corner of our yard that's covered by trees and bush when I was mending the fence. The problem is the neighbor has already told me he's working on a fence or some other provisions and I saw where he was doing some goofy **** with some boards along the fence.
So the dog apparently burrowed it's way under the fence in the corner we couldn't see and had access to our yard again. Bear in mind this is our fence.. not theirs. It keeps our dog in just fine and it's not my responsibility to keep their dog out. I'll try, but it's not my dog.
So I text the guy furious sending him a picture of the dog in my yard asking him to fix it ASAP. He apologizes again and my wife said he came home from work and got his dog in the house. He sends me another message apologizing and saying he will fix a privacy fence or chain the dog up. I don't think you should own a dog if you have to keep it chained up and IMO it would just make the dog more aggressive in the event that it ever gets loose, but it's not my dog.
Last night I went to bed early because I've been sick. My wife and her friend were up in the house still and I got woke from sleeping to a crazy amount of commotion going on so I jumped up in a panic and ran out of the bedroom and my wife came storming back in the house telling me to go talk to our neighbor now because their dog broke into our yard AGAIN and was on our back porch attacking our dog. She has some cuts and puncture wounds that will likely heal and just need some antiseptic spray, but it could have been worse if we weren't home.
I was ****ing furious. I put on my shoes and went to go to their house and I saw yet again he was gone (it's like he just leaves and lets his dogs do whatever) and just his girlfriend was home. She's ****ing stupid as it is and lets them bark for hours at a time in the middle of the night so I didn't want to talk to her. So I sent him messages showing him my dog's wounds and told him that it won't happen again. Like it absolutely will not happen again and my wife called the PD to ask for the animal control officer on duty.
The first guy that came out to see us responded along with a Sergeant on duty and the patrolling officer in our neighborhood so it looked like we were being raided by the police. I explained what happened and told the guy if I catch his dog in my yard I'm shooting it. This is the third time it's happened and he keep saying he will fix it and clearly doesn't respect us enough to do anything about it. So they all go over and talk to the girlfriend and explain that they are responsible for the vet bills and that if they don't want to do that then we could take them to civil court and they would likely lose because we have police reports and text evidence/pictures to show our side of the story. They came back and explained to us that the next time they come out they are going to put the case in front of a judge and try to enforce "Emily's Law." where the dog has to be confined to a concrete slab with roof, fence, etc. and if it comes out it has to be muzzled. If it gets out and they can't control it then the owners will be taken to jail.
I LOVE dogs. I get that dogs have natural instincts, but I need these people to be good owners. If you have to chain a dog up or contain it to a 12x16 fence then you don't need it. The dog has just tasted blood at this point and will keep acting over and over. What makes me even more frustrated is the neighbors haven't come to talk to us even once. If my dog was attacking neighbors I would be a ****ing man about it and go talk to them in person and then make it right.
I told my wife I'm not going to live where I can't trust letting my kids out into my fenced in backyard or where I have to lock my dog on the porch at night or when I leave for work because my neighbors can't control theirs. I'm also a little frustrated with the PD because while they have been responsive and nice about it how many times do I have to complain for something to actually be ****ing done? The guy told me he hasn't even finished the first incident report from a few weeks ago.
This all kind of reminds me of an incident involving one of my sister's dogs. She has a 100+ Cane Corso and a mixed breed who is a similar size. One day her then boyfriend now fiancee had come over during the afternoon to let the dogs our while my sister was at work. The house she lived in at the time didn't have a fenced in yard and she only had 1 leader so the dogs had to be let out one at a time. Well, while my sister's boyfriend was letting the Cane Corso out, one of her neighbors had a friend or relative over who had brought their dog which I think was a Pug or other smaller breed and they had it out in their backyard unleashed and it came charging at my sister's dog who proceeded to grab it by the neck and not let go. My sister's boyfriend was apparently punching her dog in the head trying to get him to let go which he finally did. Both dogs were fine and hopefully the smaller dog learned a lesson about charging dogs more than 2x its size. My sister's dog is protective (as Can Corso's are supposed to be) but otherwise very friendly.Steelers : IX, X, XIII, XIV, XL, XLIII

Small dogs don't know any better, it's in their DNA to be aggressive and try to act bigger than they are. If they're isolated they have a complex and need to act big as their only line of defense. If they're in a group they need to yap and be the alert dogs to sound the alarm.
I remember taking my little shih tzu out in the yard when I lived at a duplex and the other resident came out with a big *** dog, unleashed (of course), and she ran right up on my little guy and I had to yank her collar and hold her back before she had the chance to do some damage.
Guy didn't even apologize. Although the landlord told us they said they were afraid to grab her the way I did in fear of getting chomped, which led me to ask why the hell they didn't have her on a leash in the first place.
You're gonna walk outside with a dangerous unleashed dog, that YOU yourself are afraid of wrangling, and you know you neighbor in a duplex has a little 9 lb shih tzu? Seriously?

Little extra: My brother-in-law used to lead the "Critical Incident Response Team" aka SWAT team so we asked him for some clarification about the laws and he said the Animal Control officer we're working with is an upstanding guy who takes his job very seriously and follows the laws by the book so I don't doubt he's doing what he can, but it just sucks having them come to your house twice and you're still in the boat where you have to trust someone who hasn't done the right thing yet. Our dog just isn't an aggressive dog.. she's super passive even though she barks a bit. I'm perfectly fine with that though. I wouldn't want an aggressive dog with kids and in the city.
Anyways.. I think we're just going to build our own privacy fence inside of our chain link fence at least on one side for now. I told my wife we'll build a damn fortress with 8 ft tall pickets if the city allows it lol. I'm just kind of to the point where I don't even want to see their yard or house or anything from my back yard.
The neighbors have been closing their garage doors at night for the first time since we moved in. I think that's where they are keeping their dog at night.Comment

Waking up at some time like 6am on a weekend when you weren't planning on waking up until 9am, that's a better feeling because you can go back to sleep not having to worry about waking up a specific time afterwards.Comment
