As someone said, speed for the most part is god given.
You can do some things and there are some programs out there that can help you maximize your potential however.
Situps and 300 meter reps were big for me. As were the resistance running techniques. That being said, this was about 18 years ago, and the techniques have certainly improved.
Do some google searches, there may even be one of those speed camps near where you live. Those are growing in popularity be leaps and bounds.Comment

I am pretty flexible and work out a lot, I have just been incorporating sprints into my long distance work out and working on my form and I think its been working fairly well. This summer I am going to do air alert and a sprinting program with resistance bands so hopefully that helpsComment

Sorry if I don't believe that you would be the 5th fastest person at the most recent NFL combine.
I guess there's a chance you're all of .01 seconds slower than an NCAA champion sprinter, but it seems unlikely.Comment

You're mostly looking to increase turnover, these are a few things I've done before
it's always windy here in spring time, so running with a strong wind at your back will help increase turnover, as well as running down a small hill that isn't too steep, but with a fairly good angle...just running on a flat surface to go faster wont do much for you, but sharpening the signal from your brain to your legs by forcing that signal to be faster will help more...
your legs either keep up with your momentum or you fall on your face...***nning a few 500 meters in a workout is also good for middle distance, going 400m between 55-60 seconds depending on your ability....
