It's only a minor variation of "Know what I'm sayin" which is a longer variation of saying "You know".

It also depends on the context in which it's used. If your friend was saying that Javale McGee was a dumb basketball player, then subsequently afterwards McGee proves it I would think he's entitled to say that...
