Yeah, the entire city of Baltimore is not made up of the projects.

I remember as a kid a lot of people thought Chicago was made up of projects because of Good Times. Even to this day, outsiders that go to Chicago assume ANY big wide apartment building is the projects. I remember I was on the Metra train and all these people from out of state say oh look it is the projects and they took their cameras out taking pictures left and right.

I was like ummm those aren't the projects, you are in downtown Chicago, those are office buildings......LOL

Little do people realize, not all projects consist of apartment buildings, they have some town houses neighborhoods classified as projects as well.
