Ok I don't own dogs, nor did I read past the first page, so maybe this was already answered..

But when stuff like this happens.. Do you file a police report? Kind of like a car accident. You file a report, so there is written evidence as to what exactly happened. With something like this, do you go to the police?

Or do you simply wait it out until the other party does something?

A former coworker got attacked while walking his dog once. A neighbor's dog was off leash in the apartment complex, ran away from the neighbor, and started biting the neck of my coworker's dog. He tried to rip the dog off his dog and ended up getting a pretty nasty bite on his calf.

I think they talked to the cops, and he tried to get a lawyer to help him out with medical bills, but eventually nothing happened. The apartment complex kicked them out, but the lawyer couldn't find them to get any money, and they probably didn't have money in the first place.
