I've been making draft classes for a few years and here are the rules I use. My classes are made to represent real players who are currently in college, and I use multiple scouting sites and other data sources to try to do it justice.
1. I don't rate more than two players above an 80 overall in a class. Typically only one gets that honor. This is based on how Madden rates real rookies when they come out, as opposed to how they generate classes in the game.
2. The maximum number of star devs you can have is around 60, and super star is around 32. Typically I only put a handful of superstars in the game, between 3 and 6, and this year I put in about 45 star players. I never put in an X-Factor, as it never happens with real rookies. That's just my preference though, I could see a Will Anderson getting that dev trait if someone wanted it.
3. When building the class, do it in an offline franchise. This will prevent the EA profanity filter from telling you that some names are inappropriate. They will still be censored when uploaded to an online league though, and building it online could help identify which names won't work.
