Franchise Tag problem

So we've reached the re-sign stage of our online CFM, and I went through and dealt with all the players that needed to be re-signed. Now I want to go back in and franchise tag one of the players who wouldn't sign, but the 'Re-Sign Players' tab is gone off the 'Things to Do' section and I can't figure out any other way to get to the Franchise Tag screen. Any ideas? Please answer quickly, we advance to free agency tonight.

Was the player tagged the previous season?
