Do CPU-controlled coaches spend XP?

Started a new franchise and want to keep it as even to the rest of the CPU-controlled coaches as possible (auto week prep, auto scouting, etc.). My question - do they spend their XP on skills like gaining extra scouting points, trade influence, re-sign chances, FA influence, etc?

I'm not sure how the CPU handles scouting, but they do spend XP on coaching skills and player upgrades. And they will do it depending on the frequency you select. I recommend at least every 4 weeks or the season for progression, because if it is done every week the CPU will end up spending coaching points on the cheapest skills (which really aren't that useful).
