Download the file to your computer, right click on it, press "Extract All...", the extraction wizard will pop up. Hit next, next, and finish. There will be a folder now that says "Roster-2013" and inside it there will be a roster that is 710 KB called "Roster-2013."

Edit - Yeah just go ahead and get 7-zip, that's what I use. I was assuming you didn't have that. Once you get 7-zip, just right click, go down to 7-zip, and hit extract here.

Wow, seems like I can't get it open either, my fault everyone. I should have checked if I could get it open before I put it online. I just fixed it, so redownload on the original post. Future note: files can not be shared if extracted from Horizon, must be extracted from Modio.

Yeah unzip it and put it in modio.
