Where? I don't see any categories available with All-Pro setting. All I see are the CPU Skill sliders that I can adjust, but I don't see Player Skill sliders as All-Pro appears to have preset sliders you can't change.

I know about Custom but his thread started with All-Pro as the setting, or at least that is what is shown. Thus, I thought the sliders were for All-Pro, but apparently they are Custom sliders and not All-Pro.

If you edit sliders in Custom, do they work using All-Pro setting?

No, there is no such thing anymore as sliders "based off" a skill level. There are the skill levels, and then there is the custom level, which can be edited.

Maybe he called them "all-pro" because many of the overall sliders end up around 10, so they would be considered similar to all-pro, but adjusted.
