There is! At least, there is on the PS2/PC/Xbox versions. Players have a hidden "Player Ego" rating, and TO's is 99. He is much easier to piss off than others.

I've simmed a few on the PC and didn't notice anything weird. TO was there a few times after 1 season. I never saw more than a few 90+ players. I don't think it's unrealistic at all.
